DBKL recognizes several types of advertising displays, including:

  • Outdoor advertisements
  • Banners
  • Temporary displays
  • Lamp post advertisements
  • Balloons or promotional inflatables

Each category may require a different approval process. However, most businesses apply for a premise signboard license, which refers to the sign placed directly outside the business location.

Documents Required for a DBKL Signboard License

To apply for a DBKL signboard license, businesses must prepare several supporting documents. These documents help DBKL verify the business identity and the proposed signboard design.

Commonly required documents include:

  1. Copy of company or business registration documents (such as SSM registration forms)
  2. Copy of the applicant’s identification card
  3. A coloured visual design of the proposed signboard showing the size of each word

1. Language Requirements

Signboards in Kuala Lumpur must follow the national language policy.

Key language rules include:

  • Bahasa Malaysia must be prioritised in size, colour, and position
  • Malay text should appear at the top left or center of the signboard
  • The Malay wording must be verified by Dewan Bahasa dan Pustaka (DBP)

Other languages may appear on the signboard, but Bahasa Malaysia must remain the most prominent.

2. Location Requirements

DBKL also regulates how and where signboards can be installed to ensure safety and avoid obstruction.

Some key rules include:

  • Signboards must not block windows, mirrors, or building facades
  • Freestanding signs must be at least five feet from drains or road reserves
  • Hanging signs are not allowed on pedestrian walkways
  • Large horizontal signboards may require Public Liability Insurance
  • Oversized signboards installed on upper floors may require a certified structural plan from a registered engineer

These rules ensure that signboards do not create hazards or interfere with public spaces.

3. Content Restrictions

DBKL also controls what can appear on business signage.

For example, signboards must not display:

  • Alcohol or cigarette promotions
  • Offensive or inappropriate imagery
  • Business operating hours

  • The license approval reference number (bottom left)
  • The company name and registration number (bottom right)
