• The CFO (Certificate of Fitness for Occupation) or CCC (Certificate of Completion and Compliance) certifies that a building has been constructed according to approved plans and meets safety, structural, and usability standards.
• Required for all new constructions, major renovations, or extensions within MBJB’s jurisdiction.
• The CCC is issued by a certified professional (architect/engineer), while CFO approval is granted by MBJB.
• Necessary inspections include structural, plumbing, electrical, and fire safety compliance.

• Occupying or using a building without obtaining a CFO or CCC is strictly prohibited.
• Construction must adhere to all approved plans, materials, and safety standards.
• Any changes to the building plan must be approved by MBJB prior to execution.

Compound & Punishment

• Occupying a building without a valid CFO or CCC may result in fines ranging from RM1,000 to RM50,000.
• Non-compliance with MBJB building codes or regulations can lead to legal action or demolition orders.
• Additional penalties may include a halt to further construction activities and removal of unauthorized structures at the owner’s expense.
