Important Rules & Compliance Standards

  • Seasonal Reserved Parking Bays are governed by the Road Transport Act 1987 (Act 333), the Road Transport (Provision of Parking Places) (Majlis Bandaraya Johor Bahru) Order 2026, and applicable MBJB conditions.
  • Applications must be submitted using the prescribed application form or the current submission method accepted by MBJB.
  • MBJB's published application checklist requires a valid MBJB Business Licence, SSM business registration, and a photograph showing the proposed parking bay location.
  • The applicant must provide accurate information concerning the business premises, parking bay location, and number of bays requested.
  • The proposed parking bay must be assessed and approved by MBJB before exclusive use is permitted.
  • Approval is subject to parking availability, traffic conditions, public safety, and the suitability of the proposed location.
  • Under MBJB's published application form, the rental rate is RM150 per parking bay per month, with rental periods of 6, 9, or 12 months. These published rates require current confirmation.
  • The published application form also states a RM60 charge for the required reserved parking signage, subject to current confirmation.
  • The published rental conditions specify controlled usage hours from 8:00 AM to 6:00 PM, Saturday to Thursday. The applicable hours must be confirmed against the approval and current MBJB requirements.
  • The tenant must not prevent other road users from using the parking bay outside the approved controlled hours.
  • Seasonal Reserved Parking Bays must not be used for storing goods, placing equipment, installing structures, or conducting unauthorised business activities.
  • The 2026 Parking Order requires prior written approval from the Mayor before placing any goods or objects other than motor vehicles in a seasonal parking bay.
  • The tenant must comply with all rental payment deadlines and conditions imposed by MBJB.
  • MBJB may cancel the rental approval where the tenant fails to pay rent, breaches the conditions, or where the facility needs to be discontinued for safety, traffic, or other reasonable considerations.
  • The published MBJB conditions require tenants wishing to terminate a seasonal parking rental to provide written notice one month before the intended termination date.
  • Under the 2026 Parking Order, cancellation for non-compliance may result in the tenant losing entitlement to a refund of rental payments.
  • MBJB may amend, add, or withdraw rental conditions in accordance with the applicable procedures.
  • The tenant remains responsible for ensuring that the parking bay is not misused or occupied for an unauthorised purpose.
  • A Seasonal Reserved Parking Bay approval does not replace a Business Licence, Temporary Parking Bay Permit, or other approval required for a separate activity.
  • The service provider cannot guarantee approval, a particular number of bays, the requested location, or continuation of the rental.

Compound & Legal Penalties

  • Unauthorised occupation or exclusive use of public parking bays may result in MBJB enforcement action.
  • Placing cones, barriers, signs, equipment, goods, or other objects in a parking bay without the required approval may constitute a breach of parking regulations.
  • Operating a business, displaying goods, repairing vehicles, or storing items within a parking bay without authorisation may result in enforcement action.
  • Failure to comply with approved rental conditions may result in cancellation of the Seasonal Reserved Parking Bay approval.
  • Failure to pay rental fees by the prescribed deadline may result in cancellation or non-renewal of the rental arrangement.
  • Use of a parking bay outside the permitted hours, including preventing public access outside controlled hours, may constitute a breach of the approval conditions.
  • Unauthorised alterations to parking bay markings, installation of structures, or obstruction of public access may result in enforcement action.
  • MBJB may issue notices, compound offers, or pursue prosecution where an offence has been committed under the applicable legislation.
  • Goods, barriers, unauthorised structures, or other obstructions may be subject to removal or enforcement measures where legally authorised.
  • The 2026 Parking Order permits cancellation of seasonal parking arrangements for failure to comply with the imposed conditions, without entitlement to a refund of the applicable rental payment.
  • Where the applicant has been operating a business activity on the parking bay without approval, separate licensing or other statutory offences may arise.
  • The actual compound amount, penalty, removal costs, and enforcement consequences depend on the offence, statutory provision, and current MBJB requirements.
  • A rental application that is pending approval does not authorise the applicant to reserve, occupy, or modify the proposed parking bay.
  • This service does not guarantee cancellation of compounds, withdrawal of enforcement notices, refund of rental payments, or reinstatement of a cancelled parking bay approval.
