Operating without a valid license from Majlis Bandaraya Melaka Bersejarah (MBMB) is an offence: under the Local Government Act 1976, breaching a council by-law can lead to a fine of up to RM2,000, imprisonment of up to one year, or both, plus up to RM200 for each day the offence continues.
