要注册非政府组织（NGO），需按照以下步骤进行：
- 委任至少7名成员
- 必须包括主席、秘书、财务主管及其他委员会成员。
- 选择组织名称与注册地址
- 名称必须使用马来文，可附带英文翻译（例如：Pertubuhan Bulan Penuh (Full Moon Organization)）
- 注册地址决定所属的ROS分局，由该分局处理申请。
- 制定组织章程（Perlembagaan）
- 可使用ROS提供的标准模板，或根据组织目标自行拟定章程，但须符合《1966年社团法令》规定。
