CIDB Green Card in Malaysia

The CIDB Green Card, officially called the CIDB Construction Personnel Registration Card, is issued by CIDB Malaysia. This card certifies that the holder is registered with CIDB and is qualified to work on construction sites in Malaysia.

Who Needs a CIDB Green Card

In Malaysia, all workers in the construction sector must have a valid CIDB Green Card. This applies to:

  • Local and foreign workers involved in construction activities, including:
    • Laborers
    • Skilled workers
    • Construction site supervisors
  • Other roles, such as:
    • Crane drivers
    • Lorry drivers
    • Doctors (working on-site)
    • Students (training or interning in construction projects)

Employer Responsibility

Before workers can enter a construction site, employers must ensure they have a valid Green Card.

Why is the CIDB Green Card Important?

What Are the Categories of CIDB Licenses?

CIDB licenses are divided into seven grades (Grade 1 to Grade 7). The higher your grade, the larger the projects you can take on.

  1. Grade 1 (G1)
    • For small-scale tasks, like renovations and minor repairs.
    • Maximum project value: RM200,000.
  2. Grade 2 (G2)
    • Suitable for slightly bigger projects like houses and small offices.
    • Maximum project value: RM500,000.
  3. Grade 3 (G3)
    • Allows contractors to work on medium-sized projects, such as high-rise buildings and small infrastructure works.
    • Maximum project value: RM1,000,000.
  4. Grade 4 (G4)
    • Common among contractors in Malaysia.
    • For a wide range of projects, including residential, commercial, and small industrial works.
    • Maximum project value: RM3,000,000.
  5. Grade 5 (G5)
    • Another common grade.
    • For medium to large projects, including larger residential buildings and highways.
    • Maximum project value: RM5,000,000.
  6. Grade 6 (G6)
    • Suitable for large-scale projects, such as big commercial or infrastructure projects.
    • Maximum project value: RM10,000,000.
  7. Grade 7 (G7)
    • The highest grade.
    • No limit on project value. Suitable for mega projects like airports, highways, and large-scale developments.

Steps to Apply for a CIDB License in Malaysia

Go to the iBINA Website

  • Select "Mohon Sekarang" and "Pendaftaran Lesen Kontraktor CIDB."

Fill in Application Details

  • Enter the company name, applicant’s name, contact info, license grade, and registration term.

Submit the Application

  • Agree to the terms and conditions, and submit the form.

Document Submission

  • Provide all required documents for processing.

License Issuance

  • The CIDB license will be emailed within 5-7 working days, depending on CIDB's processing time.

Responsibilities of Registered Contractors

Follow Registration Rules

  • Contractors can only work on projects within their registered grade and category.

Display Registration Details

  • The contractor's registration number must be displayed on project signboards and certificates.

Renew Registration

  • CIDB licenses must be renewed on time. Expired licenses cannot be used for tenders or construction work.

Compliance with Standards

  • All materials and equipment must comply with Malaysian Standards (MS).

Certified Workers

  • Contractors must hire workers with valid CIDB Green Cards and ensure site supervisors are certified.

How to Renew the CIDB Green Card

  1. Fill Out Renewal Forms
    • Complete the online renewal form.
  2. Pay the Renewal Fee
    • Fees depend on the renewal duration (see below).
  3. Temporary Pass
    • A temporary CIDB pass is issued while the renewal is processed.
  4. Receive the Green Card
    • The renewed card is mailed to the applicant.

Renewal Fees:

  • 1 Year = RM85
  • 2 Years = RM135
  • 3 Years = RM185
  • 4 Years = RM225
  • 5 Years = RM250

Reasons for Cancellation or Suspension of Foreign Contractor Registration

A foreign contractor’s registration with CIDB Malaysia can be canceled or suspended for the following reasons:

  1. Violation of the Act
    • The foreign contractor has disobeyed or failed to comply with any provision of the Construction Industry Development Board Act (Act 520).
  2. Breach of Other Laws
    • The foreign contractor has violated any other written law applicable in Malaysia.
  3. Bankruptcy
    • The foreign contractor has been declared bankrupt.
  4. Winding-Up Petition
    • A winding-up petition has been filed against the foreign contractor’s company.
  5. Non-Compliance with Bankruptcy Sentences
    • The foreign contractor has disobeyed or violated the terms of a bankruptcy sentence
