What exactly is a "Controlled Goods License"?Why are merchants fined by the Malaysian Ministry of Domestic Trade and Consumer Affairs (Kementerian Perdagangan dalam Negeri dan Hal Ehwal Pengguna) for selling or storing 12kg or more of sugar, cooking oil, or salt?

Since June 2010, the Malaysian Ministry of Domestic Trade and Consumer Affairs announced the immediate revocation of the decision made in 1991 that allowed the sale or storage of white sugar, flour, and cooking oil without a retail license. All businesses selling or storing these three controlled items must now possess a retail license under the Control of Supplies Act 1961.

Businesses that violate the above regulations may face imprisonment or fines.The companies involved will also be fined.

What products are classified as controlled items?

  • All grades of gasoline
  • All grades of petroleum
  • White sugar
  • Cooking oil
  • Flour

Who must apply?

Since July 1, 2010, the Ministry of Domestic Trade and Consumer Affairs of Malaysia has mandated that the following businesses must apply for a Controlled Goods License (CSA License), which includes grocery stores, baking ingredient stores, food manufacturers, any business that stores 12kg or more of controlled goods on-site, gas stations, and wholesale and retail dealers of diesel and gasoline.

What consequences will one face for not applying for a controlled substances license?

Fine

Once convicted, the fine shall not exceed 1 million to 3 million ringgit.

Serve time in prison

Convicted individuals will face imprisonment of no more than 3 years.

Confiscation of Controlled Items

All unlicensed controlled items confiscated on the spot will be seized by officials.
